Tranio case: buying a penthouse on the Côte d'Azur in 2023
Despite the global economic instability, the region shows positive dynamics year after year in terms of return on investment. In 2023, buying property on the Côte d’Azur for foreigners remains an available and effective way to make the investments. The Tranio team would like to share the successful experience of our client: the purchase of a penthouse by the sea, near the Principality of Monaco.
Côte d’Azur instead of Paris
Our client Ruslan (name changed for privacy reasons) is the owner of a large business in Kazakhstan. At the start of cooperation, the client already owned property in Turkey and the United Arab Emirates, so France was considered not as a place of permanent residence or business, but rather as a property investment for accumulating wealth and spending family holidays in Europe. The main reasons for choosing France as an investment destination were its economic stability, protection of investors by the law, the rich cultural fund and historical heritage.
The work with the client was carried out by a professional in the field of property sales on the international market, Tranio’s expert Borisova Alexandra. She has been working with the French market for 2 years in three directions: the Côte d’Azur, Paris and the French Alps. Based on her work experience, Alexandra believes that working with agencies and developers in the French market is as open and transparent as possible for both the seller and the buyer.
The client carefully selected the property, checking the necessary criteria. The final object had to meet all the expectations. Particular priority was given to the reliability of the transaction and the quality of the chosen housing. Initially, the investor was interested in premium residential complexes and club residences in the central districts of Paris, but after comparing with the proposed options on the Côte d’Azur, the final decision was made in favour of a penthouse in the Beausoleil area, near the Principality of Monaco.
The main advantages of buying property on the Côte d’Azur compared to Paris are:
- Mild climate and good ecology. The Mediterranean coast of France receives a significant amount of sunlight and heat all year round. There is no need to heat your home in winter, as the temperature on the French Riviera never drops below zero.On the contrary, it is never too hot in summer, thanks to the moist breezes from the sea, and plants do not change season and remain green even in winter.
- Availability of the beaches. The Côte d’Azur has 300 kilometres of the cleanest beaches in Europe. The beach season runs from early May to mid-November. Many small harbours allow you to keep your own boat or yacht.
- Well developed transport system. The Côte d’Azur is located at the crossroads of many historical and cultural regions, which has resulted in a good transport and communications system. High-speed motorways allow you to reach Provence region and the French Alps in a few hours and easily reach Italy and Spain. There are several international airports in the region, and the coast is the centre of sea cruises.
- Rich cultural life. France’s Mediterranean coast is renowned for its thriving entertainment industry. Every year, the Cannes Film Festival is held on the coast, attracting the world’s elite. Every year, the Monaco Grand Prix Formula 1 rally starts and finishes in the Monte Carlo area. The region is also famous for the oldest casinos in Europe, representatives of world’s fashion brands and the best restaurants serving Mediterranean and Provencal cuisine.
- Safety. The French Riviera is one of the safest regions in France in terms of crime. The infrastructure of public services is well developed: schools, kindergartens.
The French Riviera has always been a magnet for international capital. It is here that the elite of the Old and New Worlds come to buy property and become part of one of the wealthiest societies on the planet. Villa on the Côte d’Azur is a neighbourhood with world stars and the most influential businessmen. The mild climate of the Mediterranean Sea in famous resorts such as Nice, Cannes, Saint-Tropez, where cultural diversity and the level of well-being have long been in the public eye a kind of standard of beautiful living.
The final factor in Ruslan’s decision to purchase a residence on the Côte d’Azur was the parameters of the property, which he literally fell in love with due to its location, infrastructure and characteristics. As a result, the investor’s preference was to concentrate on the purchase of this residence only, without looking for alternatives.

Penthouse in Beausoleil
Ruslan’s choice was a magnificent penthouse with a private pool and a roof terrace overlooking the sea in the resort town of Beausoleil on the border with Monaco.
Beausoleil is a small charming urban commune in the south of France, separated from the Principality of Monaco by just a few districts. The unofficial name of this commune is «upper» Monte Carlo due to its proximity to the world—famous district of Monaco. The preference for this particular urban settlement gives the client the advantage of being a bit away from the intense pace of tourist Monaco, but at the same time being able to access the cultural life at any moment.
The property selected at the time of purchase was already completed and commissioned in 2022. The residence features exclusive finishes of high quality natural materials, panoramic floor-to-ceiling windows with views of the bay and the landscape architecture of the Principality of Monaco, air conditioning and blinds, as well as access to a landscaped terrace with a shaded pergola and a private rooftop pool. A garage and parking spaces, a concierge service and an alarm system are also available.

Before buying, Ruslan personally visited the object to assess the quality of the materials and the comfort of the design, as well as transport accessibility and infrastructure for a comfortable family stay and leisure. The object met all the parameters and special requirements of the client. Satisfied with the viewing, the investor immediately decided to sign a contract for the purchase of property in Beausoleil.
It is particularly worth highlighting the fact that on the Côte d'Azur, new properties sell out almost immediately due to the limited offer. The authorities’ policy of controlling the height of buildings and the size of urban settlements does not allow mass development of the territory.
If a project is attractive to investors, it is very important to make a purchase decision immediately and notify the seller of the wish to purchase the property as soon as possible.
Further plans for investment in France
The final purchase contract for our client’s property was issued in mid-April 2023. In the future, the investor does not intend to use the apartment as his main residence or to receive any income from renting it, but to use it exclusively for personal purposes several times a year for family holidays. Ruslan is still considering the possibility of exercising his right to reside in France in the future and is still in the process of gathering information and documents to obtain a residence permit. In case of residential property, there is no time limit on the application. This strategy is common among large investors in the South of France.
Even if the client decides to take further steps to obtain residency after some time, the Tranio team and our partners in France are always ready to assist in resolving documentary issues and business processes related to the property, regardless of how much time has passed since the purchase.
