Since 2016, Egypt has been actively modernising its economy, implementing large-scale reforms under the Egypt Vision 2030 strategy. These changes aim to attract foreign investment, develop infrastructure, and strengthen the country’s international standing.

Egyptian citizenship gives some non-EU nationals access to exclusive residency-by-investment programmes in Europe and the USA, as well as opportunities to do business and earn income from investments.

Egyptian citizenship can be obtained through investment, marriage, naturalisation, or by birth. The most straightforward route is an investment of at least 250,000 US dollars into the country’s economy.

The article shows all the legal pathways to acquiring Egyptian citizenship, including investment, marriage, naturalisation, and birth.

How to get citizenship in Egypt by investment

Egypt offers one of the most affordable investment citizenship programmes among Arab countries.

Terms of the investment programme

To obtain Egyptian citizenship through investment, applicants must invest in the country’s economy via one of the following routes:

Option

Minimal amount

Conditions

Property purchase

$300,000

An investor may buy completed or off-plan property, rent it out, or sell it after 5 years without losing citizenship.

Bank deposit

$500,000

The funds can be refunded after 3 years in Egyptian pounds at the current exchange rate.

Donation to the country

$250,000

The funds go towards economic development. They are non-refundable and do not generate income.

Business

from $350,000 + non-refundable deposit of $100,000

A candidate may start a new company or invest in an existing one. The project must employ at least five Egyptians. The investment must be maintained for 5 years.

Applicants must also prove the legal origin of their funds and have no criminal record. Citizenship is granted within 9–12 months.

Who can be an applicant

Eligible applicants for Egypt citizenship by investment programme include:

  • Adults over 18 years old.
  • Individuals with no criminal history.
  • Investors able to verify the source of their income.
  • The investor’s spouse and children under 18 (included in the application).

Advantages of Egyptian citizenship

  1. Eligibility to apply for a US E-2 investor visa.
  2. Visa-free travel to 50 countries including Hong Kong, according to the Henley & Partners index.
  3. Right to purchase land, establish businesses, and take part in investment projects in Egypt.
  4. Option to include family members in the application.
  5. Dual citizenship permitted — Egypt allows second passports.
  6. Business opportunities in free trade zones (Africa, Middle East).
  7. Egypt is a key transcontinental hub connecting Europe, the Middle East, Africa, and South Asia.
  8. Due to control over the Suez Canal, Egypt holds a pivotal role in logistics: up to 22,000 vessels pass through annually.
  9. Free healthcare and education (including universities) for citizens.
  10. No residency requirement in Egypt.
  11. No language or cultural knowledge test required.
  12. Voting rights and consular protection abroad.

Documents to apply for Egyptian citizenship

The main document package includes:

  • Foreign passport (copy and original).
  • Birth certificate.
  • Police clearance certificate.
  • Medical certificate.
  • Health insurance from an accredited clinic.
  • Photo 3×4 cm.
  • Application in Arabic (with notarised translation).

Steps in obtaining Egyptian citizenship

  1. Choosing an investment option (real estate, business project, bank deposit, or donation to the state).
  2. Submission of documents to the dedicated department for immigration programmes. At this stage, investors must also pay a government fee of 10,000 dollars.
  3. Due Diligence process (3–6 months). This stage includes identity and document verification by Egyptian authorities, as well as approval of the investment plan. If successful, an applicant receives preliminary approval and a temporary 6-month residence permit.
  4. Making the investment. After approval, the investment amount must be transferred to an account, or a purchase agreement for property/business must be signed. An applicant must also confirm compliance with the conditions (e.g. job creation).
  5. Receiving a passport. After making the investment and completing biometric procedures, an applicant is granted Egyptian citizenship.

How to apply for Egyptian citizenship for a child

A child may obtain Egyptian citizenship if:

  • A father already holds an Egyptian passport.
  • A child is born on Egyptian soil and will reside in Egypt until adulthood. From the age of 18, they can submit an application.

Adopted children require a court decision.

If a foreign investor includes a minor child in their citizenship application, a child also receives citizenship. A birth certificate must be provided as supporting documentation.

Other options for Egyptian citizenship

Egypt citizenship by birth

A child born to an Egyptian father automatically receives citizenship. Children of Egyptian mothers and foreign fathers may also qualify, but the process is more complex and requires an application to the Ministry of Interior.

Egypt citizenship by marriage

Only a foreign woman married to an Egyptian man can acquire citizenship through marriage. Foreign men must follow the standard naturalisation process. Proof of cohabitation and a genuine marriage (not one of convenience) is required.

A foreign investor may include their spouse in their citizenship-by-investment application.

Egypt citizenship by naturalisation

Naturalisation is a far more demanding route than citizenship by investment. Requirements include:

  • 10 years of legal residence in Egypt (with a temporary or permanent residence permit).
  • Basic knowledge of the Arabic language.

For special services to Egypt

Citizenship may be granted to scientists, sportsmen, cultural figures, and other prominent individuals. This route is typically faster than the standard 10-year naturalisation process.

Can you have dual citizenship in Egypt

Egypt allows dual citizenship. There is no requirement to renounce the original nationality. However, Egyptian citizens who wish to acquire a foreign passport must notify the relevant authorities.

Reasons for termination of Egyptian citizenship

  1. Voluntary renunciation (application submitted to the Ministry of Interior).
  2. Service in a foreign military without official permission.
  3. Revocation due to fraud in the citizenship application process.
  4. Threat to national security.
